Even if only half the roster in Melee was viable, at the very least those characters had unique strengths and weaknesses that made them strong to begin with. They had their own style. Roy is a fast faller too but between his counter, up b armor, and fair recovering fast he can fight against the spike a lot better so the Steve has to either go for the true combo sour spot or risk getting put in disadvantage.
I'd argue the clip I showed of his Kazuya three stocking Gluto in under a minute, is infinitely more impactful than shitting on two 8th graders in elite
