Last year I dove into a bunch of online courses on digital painting, and learning more about how light and shadows work was easily the biggest game-changer out of everything. Combine that with some well-designed weather and/or particle effects, and you can make a humble RPG MAKER game look just as appealing as most big-budget AAA game productions!

Thank you! Yes, that's possible. You could either put them as events (like you would with NPCs) or use something like yanfly's grid-free doodads for that. You would need to create some flickering sprites for that. There are also some lighting plugins that allows for flickering lights, but I'm not very familiar with those.

Well, this one is just MV RTP edits (and one tile from FSM Castles). And if I need tiles I usually check the rpgmakerweb forums and if they don't have any I make them myself, so sorry, no mindblowing secret sources here XD
Well, this depends. You can do a pretty neutral map and use the screen tint feature in MV to simulate different day times and use a weather particle plugin for weather, you could also exchange the light layer by updating it using the plugin commands... or you can actually paint a parallax map for each time/weather situtation and exchange them when needed. But that wouldn't be a fading transition between times/weathers so not working well for a dynamic weather/time of day cycle setup. Even though you probably could blend between layers with galv's plugin, as you could update the opacity a couple of times for a transition... I have never tried it so I'm not sure which would be the best aproach for a dynamic system. I just have worked with day/night versions before which change based on story progression etc. I think it should be possible, it just needs a good evented setup. There are also some light shader plugins like "community lighting" that might help.

It's a mix of the parallax map with those painted in lights etc. and a weather plugin (weather_ex by moghunter).

You can use a plugin for that, either the community plugin that comes with later versions of MV or yanfly's core.
