She's right, National Security involves a lot of things other than the security of the state from possible invasions by other countries, all level of security must be tackled and bring them all to the table. This concept is more practical approach to be highlighted in this new administration so people will be aware more of its importance and be involved as the direct beneficiaries. In the first place, NTF-ELCAC doesn't Red Tag, they didn't come up with the term, nor conceptualised it. The term red tagging came from the NDF so called legal fronts in Congress. NTF-ELCAC unmasks this NDF legal fronts as NPA recruiters, operating in broad daylight, using taxpayers money posing as pro people, pro kabataan and pro worker.
C'mon Karen evidence for this(both qualitative and quantitative) are all over from former NPA rebels who availed of the PRRD amnesty program. From the horses mouth itself.

They b should be engaged in nation building and national devpt which NTF-ELCAC is already doing by providing an effective transition program for surrenderrees by supporting transition into the community.
