    I’m really amazed by Secretary Carlos’speech. It was delivered purely in English language. I just hope that everyone who,listens understand the meaning of it, especially Robin Padilla. People like her should be sitting in the United Nations as our Philippine delegate

      Sa tingin ko naintindihan yan ni Padilla.....kasi....buong buhay nya naririnig nya ang salitang English....graduate ng Criminology...at tumira/bumibisita sa Australia nung hindi pa nya pinalitan yung dating asawa ke Mariel. HIrap na hirap lang yang magsasalita ng English.....pero nakakaintindi......parang mga ordinaryong Pilipino lang.....

      @@albertohusay3002 Filipinos are smart enough to determine ano ang mas magandang systema at I think pagod na mga pinoy sa 1987 OLIGARCH CONSTITUTION. Sa parliamentary always ang debate. Mahilig ang pinoy manuod at makinig sa debate. Case in point, madami nanunuod ng face to face, tulfo in action at fliptop. Like parliamentary, matindi ang labanan dun. Kaya Dito palang karamihan ng pinoy ay susuportahan ang Parliamentary System.

    Advantage of Parliamentary System
    1.Seating Government is always accountable sa Parliament since the seating government is forcibly answerable sa Parliament. During question hour.
    2.Fully Functional Opposition since they are the one who oversee the work of government. Kung baga sila ang bantay kaya nila directang tinatanong at ginigisa ang trabaho nang gobyerno.
    3.Mabilis magtangal nang corrupt at inificient na opisyal through motion of no confidence na pagbobotohan sa loob nang parliamentary.

    Parliamentary is nice becoz the parties are the politicians machinery and what are the parties mission/policies etc … so ang labanan dyan yung parties (if we have 2-3 parties and what the parties stood)… within the party, one member can ascend to higher position (MP like in UK) based on his qualifications at meron siyang positions na inoccupy na nya so hindi pwede umangat dyan sa party ang walang alam at di umabot sa isang position prior to MP… they (the parties) discuss anu yung mga agenda nila and they vote (agree or disagree) kaya minsan makita mo sila (yung parties) nag didiskusyon sa parliamentary… tas it will end yung individual expenses pag election kasi yung party na gagawa

      Parliamentary system can be awful because the Governing Majority Party/Governing Coalition Parties of Parliament can pass laws whatever they want without being judge by the court to challenge its constitutionality nor validity. If there's a disagreement within Governing Majority Party/Governing Coalition Parties then there will be an instability in the government.

Ilang dekada na yan, Luma nah, subukan natin ang bago...tuwing eleksyon ng Brgy at SK opisyal, ginawang negusyo, pati SK na kandidato namimili ng Boto, eh dyan nag umpisa ang pulitiko kurap hanggang tatanda ,yan parin ang gagawin nya..Pag tuwing may kalamidad, pupunta kapa sa Central Manila para aprobahan, samantalang sa mindanao at visayas ang problema...

    What many people in the comments miss is that it's exactly systems that dictate how people behave.
    Kung titingnan mo na lang yung Corruption Perceptions Index, may noticeable difference. May recurring pattern. Lahat nang less corrupt, mostly parliamentary. Yun namang pinaka-corrupt, puro presidential.
    Di ko na lang alam kung pinanood niyo talaga yung video pero pinakapaliwag talaga yung sistemang ginagalawan nang manga pulitiko under a parliamentary system na sa sobrang daming constraints mahihirapan ka talagang mangurakot.
    Patalasan nang utak at bibig dahil may lingguhang debate. Madaling sumibak nang lider. Partido sa halip na indibidwal ang hinahalal na bumuo nang gobyerno. Doon pa lang damayan ang bawat galaw nang ruling party. Dito nare-realize ang mindset na "kasalanan nang isa, kasalanan nang lahat."; "Dapat umayos ka pwes damay-damay tayo dito".
    Sa parliamentary system nga lalakas ang party culture natin kung saan meron tayong manga tao na maninindigan sa kanilang paniniwala at ideolohiya. Eh yung political parties natin? Wala siyang ganong significance sa sistema natin ngayon, nagiging bandwagon lang yan na sinasalihan nang manga pulitiko para hindi mapag-iwanan.
    Yung problema kasi satin, naniniwala tayo na kapag may nalalaman tayong competent na pulitiko sa ibang bansa, kala natin sadyang mabait. Yung totoo pala, ang sistema ang nag-hubog sa kanya. Eh yung presidential system nga, ginawa talaga yan on the assumption na may mesiyas diyan sa paligid na kayang magpatakbo nang pamahalaan. Ang parliamentary system? Kinikilala na hindi perpekto ang tao. Kaya may oposisyon sa kabilang dako. Kaya may face-to-face debates. (Sa manga kakampink dito, diba ito gusto niyo? Debates?) Lalong nagiging mabigat ang pananagutan kasi hindi lang ikaw, buong partido mo damay.
    Nasa sistema na yan. Ilang palit na tayo nang tao, wala pa ring pagbabago. Kahit gaano kasanto pa nang isang tao, hindi niya mababago ang culture kung nariyan pa rin ang lax na sistema na nag-e-enable nang incompetence at corruption. Sinabi nang psychologist na si Armin Trost, kung binago mo ang structure, susunod na riyan ang pagbabago nang pag-uugali at sa kalaunan, ang kultura.

    Senator Padilla's knowledge and capability to lead the Constitution issue is so hallow. He needs to be schooled by Secretary Car!os for the next six years for him to at least catch up with the other senator's'.

    Yes, Democracy only works with a knowledgeable electorate. Kaya may nakalusot na image projection lang ang talent, e.g., Sen. Legarda. Parliamentary is much better than a presidential form of government, as articulated by NatSec. Carlos. But there's a third option, which can be integrated into the Federal Parliamentary form of government -- Open Legislative System, or simply Open Government, whereby people can directly participate in the actual crafting of laws, policies, budget allocation, etc. of the government in real time. The same platform that is now being used by the Open Source Community can also be used to create these laws, and policies, etc., NOW, so there's no actual startup cost to implement this today... Structural changes do affect behavior, and when people are given the opportunity to volunteer their expertise in real time, all problems of the country can be solved in a more efficient and cost effective manner. When people create their own laws, they would be more than happy to abide by them -- the long term effect would be that this country will have more politically educated, law abiding, responsible citizens for generations to come.

      Ang pagkakaintindi ko sa Mandanas ruling ay tataasan ang share nang mga LGU doon sa mga buong taxes na nakolekta nila doon sa lugar nila. Kung baga example ang dati ang LGU ay nakakatangap nang 23% allocation mula sa national government. Ngayon tataasan na sila yung allocation mula 23% up to $35%.

      OK. Not a federal form of government. I was not thinking of a federal form of government but a parliamentary system of which regions is federated. There are federal parliamentary system of governance, governing countries like Germany and Switzerland. A federal form of government can work, imo; provided it consist only of 3 states -the 3 main islands of the country. However, a parliamentary system may redound well to the Philippine political reality. Thank you for letting me qualify what I stated previously.
      The country may have to chose between a federal parliamentary republic and a federal parliamentary democracy. What the committee on charter change seems to be pinning is federal parliamentary democracy.

      GB, NZ, Japan are federal parliamentary democracy examples while Germany, India, Austria, are federal parliamentary republic examples. There are distinctive differences between the two. Federal parliamentary democracy is what professor Carlos wish to adopt as I understand their stand against Munsod's "nothing wrong in the constitution" peroration.

    In Parliamentary system, it is the Parliamentarians who elect the Prime Minister which is different from Democratic system where the President is elected directly by the people. Its disadvantage is it is prone to have a dictator if the Parliamentarians can be bought.

    This is only my own personal opinion as I am here in UK
    Before the Philippines change to a parliamentary form of government can the country adapt one national language?
    Madali kasing sabihin yan na sige parliamenttary form of government tayo pero heto ang tanong anong language ang gagamitin natin kapag nagdedebate tayo? Tagalog ba, Bisaya ba? O English?
    Ito ang nakikita kong isa sa mga problema kung bakit ang hirap magkaisa ang Pilipinas
    Okay balik sa UK na apat na bansa ( England, Scotland, Northern Ireland at Wales). Itong apat na bansa ito may kanya kanya silang language. Pero kapag nasa parliament sila English ang usapan kaya nagkakaintindihan
    Iba’t ibang lahi rin ang narito mga tao na galing sa iba’t ibang bansa pero nagkakaintindihan kasi kapag nag uusap English ang gamit.
    Balik tayo sa Pilipinas mula Aparri hanggang Jolo, Mindanao nagkakaintindihan ba talaga tayo?
    Unless we adapt one language na maiintindihan nang mamamayan mahihirapan tayong sa parliamentary form of government

      That is because Philippines is a diverse country. When it comes to ethnicity: BISAYA, TAGALOG, WARAY, MUSLIM, TAUSUG, etc., You cannot impose a one language in a Diverse country. Every Regions must become Federated States(with Autonomy) so that language will be respected.
      Remember how the National Government imposed Filipino (Tagalog) as a National Language?? Other language have gone extinct. In policy-making, it is best to use the ethnic language than the Tagalog.
      In conclusion, the Division among Filipinos is because of unequal developments between the capital and the surrounding regions. Monopolized ng Tagalog ang National Government. And aside from that, one size fits all policy and slow delivery of public services is an additional cause of disorganization.

      Ferdinand Marcos' parliament was only parliament in name. Through many amendments to the 1973 Constitution he consolidated all the supposed executive powers of the prime minister to himself when he was just supposed to be a head of state. Cesar Virata was just a glorified secretary.
      There was never a real functioning parliament either under the Martial law years. KBL was the supermajority with little opposition holding the Marcos government accountable. By the time the 1984 amendments were implemented, the Office of the Vice President were already restored.

Parliamentary form MAYBE a good idea for the country however kung ang mga nakaupo ay may mga maitim na balak sa gobyerno, lalong babagsak ang pilipinas. In Europe most of the countries their like UK are parliamentary, ok sa kanila iyon wala kasi sa kanila ang magnanakaw sa kaban ng bayan...dito sa pinas iba eh daming tiwali ang nagpapayaman sa posistions.     Both forms of government are organized in such a way that they both have various strengths. Due to the vote of no-confidence, it is easy to end the term of a Prime Minister within a parliamentary system. Meanwhile, it is much harder to impeach a president. However, Prime Ministers are dependent on the legislature. In contrast, presidents are completely independent of their legislative branches. They are able to make decisions that they believe are best in the nation’s interest without the influence of outside parties.
    Despite all the differences between the parliamentary system versus the presidential system, it is ultimately the members of a nation who hold power. By voting, citizens can express their voice and effect change in their respective countries, no matter their system of government.

      Walang kinalaman ang pagiging isang kingdom o empire sa paggamit nang parliamentary system. Republics like Germany, Austria, Singapore, even. Wala naman silang monarko na tinatawag. If anything, mas maliit pa mga ang kapangyarihan nang isang hari o reyna dahil ceremonial figurehead sila. Hindi nila kayang diktahan ang isang parliament na demokratikong hinalal nang tao.
      Gumagawa ka nang manga kongklusyon sa konteksto nang kasalukuyan nating sistema. Hindi mo alam, ang sistema mismo ang nagdidikta nang pag-uugali nang isang tao. Maraming salik ang parliamentary system na umaapekto sa pag-uugali nang tao. Sa Party culture na lang:
      1. Partido ang hinahal na bumuo nang gobyerno.
      2. Yung manga natalong partido ang nagiging oposisyon na siyang nagbabantay sa bawat hakbang nang pamahalaan
      3. May face-to-face debates linggo-linggo
      4. Madaling buwagin ang ruling government sa pamamagitan na lang nang majority vote of no-confidence.
      Kung pagsasamahin mo lahat nang salik na ito, bilang isang pulitiko, mare-realize mo na damayan lagi dito. Ang kasalanan nang isa ay magiging kasalanan nang lahat. Kung gusto mong manatili sa pwesto kailangan mong nag-behave. Bawal ang papetiks-petiks lang. Kapag pumalpak ka, either mapipilitan magre-resign ka o ikaw ang paaalisin nang sarili mong partido dahil nakasalalay ang reputasyon at impluwensiya nang ruling government. Kung hinintay mo pa yung vote of no-confidence eh malaking kahihiyan na yan.
      Hindi mo ba napapansin na lahat nang "ministers" na nababalitaan mong magresign, nasa parliamentary system sila? Hindi lang sila nag-resign dahil meron silang delicadeza. Ang sistema ang nag-pressure sa kanila.
      Doon pa lang, nagbabago na ang mindset. Kaya mali ang sinasabi niyo na dapat tao lang ang dapat palitan. Sabi nga nang psychologist na si Armin Trost, "Once you change the structure, behavioral change will follow and thus, the culture."
