I just discovered its bluey Robinson. I know him from his all i do cover. He can do this thing with his voice, that's stevie also does and only the best singers can do. I think it is done by neck tension and pulling the voice to a certain region in the head and with a lot of air and stomach tension. These terms were random and probably inaccurate, just trying to understand the technique.
