Nice! I wish there was a full/half rectifier so it could run off 24VAC - a common low voltage HVAC/doorbell/etc voltage in North America. I might fork your design and do so.

Does the inductor heat up at this low load? (Planned obsolence for capacitor almost touching it)

No, just a plain needle. The vacuum pump has a high enough flow rate to keep hold of stuff
