There is corruption with military officials and soldiers stripping materials from rockets, but they're not necessarily literally putting water in the rockets. Saying something is filled with water is a Chinese way of saying something is out of order, usually due to corruption. It's like when Americans say something has "shit the bed" when it breaks. Not meant to necessarily be taken literally.

For example, the company may advertise they use 100% high quality steel to make a product, but in actuality, they use only 70% high quality steel and 30% cheap steel. The one obvious corellary between Russia and China is that they both carry on the legacy of pervasive, inescapable communist corruption. It's how all such nations work. I have no trouble believing that a General would sell regular kerosene ($2 per gallon) to the rocket force as rocket grade kerosene (about $100 per gallon) One of the reasons rocket grade kerosene is so expensive is they remove every trace of water , because it would damage the engines. So if you have regular jet fuel or kerosene sitting in ballistic missiles , or the fueling systems for those missiles , you have a massive and very expensive problem to fix.

It was learned that the materials were of poorer quality because the middle managers were profiting from the company.

I've been working with some UAV for the military in north america. and I can tell you that quality is bad, why because most of demonstration are rushed in development. and finally when you try to demonstrate multiple launch or autonomous, it actually most of the time failed. Example of the work I was doing was you are supposed to remote guiding your UAV with long range distance up to 10 km... during the final phase testing, range was 500m... Demonstration always less quality and less capable than final product. as most of project, it's always under estimate, under staff and sold too much!!. Here, people just try to discredit China. I was a U.S. Missile Launch Officer. Nuclear alert missiles are solid fueled. Liquid fuels would have to be loaded right before launch. That’s a very bad idea due to minutes being the difference between a launched rocket and one destroyed in its silo by the enemy!

I've read somewhere else that "filled with water" is an Idiom for anything that got filled with a sub-par stuff. So the rockets are fueled...with something that even burns but I wouldn't take any bets on whether or not a particular missile can make max range... or even half range, or doesn't explode during launch.
My grandfather was a politic commissar for a large SOE. Their role is suppose to monitor ethics prevent corruption . Often if the head is corrupt the commissar will be also corrupt. Post 80s with so much money involved a lot of corruption happened. Since Xi come onboard he is been slowly trying to clean it up.

Silly question, but how do the missiles keep from collapsing when the fuel tanks are empty? Some liquid-fueled missiles need to be filled in order to maintain structural integrity when moved into position and filling the fuel tanks purges the inert filler. Speaking of inert fillers, sometimes nitrogen purge is used to ensure that no volatile vapors are present until launch time.
I used to work on aircraft. A big problem with aviation fuel is it can become contaminated with water. We often used to have to take samples out of the wings to test for water contamination. It seems likely to me, what was meant was they found water contmaination in the rocket fuel samples. Doesnt mean the fuel was all water. Its a normal problem. Thats what the confusion was i think. But people that dont know about this stuff would see that and think whoa the rockets have water in them instead of fuel.

A few years ago, NORINCO sent some wheeled armored vehicles to be tested by the Argentine Army, they were supposed to be amphibious and in the first test in a swamp they sank, the exhaust pipe heated the doors and they did not close properly, apart from that they couldn't touch each other. They were supposed to be demonstration vehicles, with better quality than the standard ones. It was learned that the materials were of poorer quality because the middle managers were profiting from the company.

I've been working with some UAV for the military in north america. and I can tell you that quality is bad, why because most of demonstration are rushed in development. and finally when you try to demonstrate multiple launch or autonomous, it actually most of the time failed.
Example of the work I was doing was you are supposed to remote guiding your UAV with long range distance up to 10 km... during the final phase testing, range was 500m...
Demonstration always less quality and less capable than final product. as most of project, it's always under estimate, under staff and sold too much!!.

As someone from Mainland China, corruption is never an issue for any Chinese official, military or not. everyone is corrupt in China, if you do not participate in the circle, nobody will promote you to an official position, from low rank to high rank. for the Chinese, talk about controlling your subordinates, it is always easier, or you will feel safer when you know your subordinary officer has some dirt in your hand, that is the result of a thousand years of internal bureaucracy development, nobody in this world masters this better than Chinese. and China society is officer-base society, which means you social status is always judged by how high the rank of your government official position is, within this society, everyone is corrupt, absolutely. all these corruption charges are just excuses to remove political in-fighting losers.xi himself has the mindset of the normal Chinese emperor, which really enjoy his official in-fighting, this is a way to show his political controlling ability. it is very difficult for non-Chinese to understand, there are tons of books in China telling you how to become a "good" officer, and how to control your subordinates. all these aside, it doesn't mean the PLA is not willing to fight to defend their social status, aka their official status, which is protection. the worst thing is not that you got demoted, it is after your officer status drops, you and your family will be erased by your political enemy. so when you look at news about Chinese officials, one key thing is not who got demoted, it is who got kicked out of the party, that is a sentence for this dude never has a chance to come back.
Exactly this, I have read enough books to understand how China works, of course first hand experience is something I am lacking but this is that case. To understand that you have to felt it on your own, like we did in Eastern Europe.

I was a U.S. Missile Launch Officer. Nuclear alert missiles are solid fueled. Liquid fuels would have to be loaded right before launch. That’s a very bad idea due to minutes being the difference between a launched rocket and one destroyed in its silo by the enemy!
Ya, the Atlas and the Titan…although wasn’t the fuel in the Titan stable enough to be in the tanks for some time, while on alert? Back in the golden age of defense budgets? :)

Wonderful review, however the missiles that you describe, the DF-5B uses a storable liquid propellent/oxidizer combination similar to the Titan II series. That would be hydrazine/nitrogen tetroxide.

I've read somewhere else that "filled with water" is an Idiom for anything that got filled with a sub-par stuff. So the rockets are fueled...with something that even burns but I wouldn't take any bets on whether or not a particular missile can make max range... or even half range, or doesn't explode during launch.
My grandfather was a politic commissar for a large SOE. Their role is suppose to monitor ethics prevent corruption . Often if the head is corrupt the commissar will be also corrupt. Post 80s with so much money involved a lot of corruption happened. Since Xi come onboard he is been slowly trying to clean it up.

Silly question, but how do the missiles keep from collapsing when the fuel tanks are empty? Some liquid-fueled missiles need to be filled in order to maintain structural integrity when moved into position and filling the fuel tanks purges the inert filler. Speaking of inert fillers, sometimes nitrogen purge is used to ensure that no volatile vapors are present until launch time.

I used to work on aircraft. A big problem with aviation fuel is it can become contaminated with water. We often used to have to take samples out of the wings to test for water contamination. It seems likely to me, what was meant was they found water contmaination in the rocket fuel samples. Doesnt mean the fuel was all water. Its a normal problem. Thats what the confusion was i think. But people that dont know about this stuff would see that and think whoa the rockets have water in them instead of fuel.
Water instead of fuel sounds like a figure of speech we would use here, like “shit for brain” or something alike.
