It's a snippet from Spectrasonics' Distorted Reality 1, BAD ACID track. That specific album was used a lot like how kevin macleod songs are used by amateur youtubers nowadays for some reason. I know Silent Hill also took snippets from that album and even a Michael Rosen VHS thing.
