The "Welcome to- Welcome to" sound was actually discovered to be a stock sound effect from an audio CD. The full phrase is pitched down slightly and says "Welcome to Acid Theater" before playing backwards.

The sound has been found recently to have been used ingame as an instrument for Boolossus' battle theme.
It literally sounds like wind in the actual theme, hence why no one even recognized it until all these years later.
Try to look for the part where the theme quiets down for a moment.
