Her legacy is a mixed record. While she handled the Christchurch mosque shooting and the early stage of COVID-19 well, Labour’s policy delivery in the areas of housing, mental health, and health infrastructure has been disappointing. Three Waters, centralisation, Maori co-governance and vaccine mandates have also been divisive. Rising crime particularly youth crime has also eroded public support.
