They're on by default (on the original GameCube version). One player just has to get more hits or damage in a short period of time than their opponent.

I don't play melee much, after laser at 0:24 do you think you could side b directly after? Obviously it's risky but it'd be cool as hell. Also sick combo, the reverse uptilt into fair was dope.

If the opponent doesn't have a jump, maybe. You can jump/do almost anything after getting hit with laser very quickly. Tough timing but i might go for it some time lol
