If you get a bow with user tuning capabilities you can tune it whenever its super easy, if you get a bow that needs to be tuned by a bow tech then once a year/anytime you change any bow components will be good

Yes, you could probably get away with it (wont be ideal) and you will have to have a bow that you can control the poundage on for example my bow is 7lb to 70lbs so i could drop it low for bow fishing only real issue is that you will be swapping a lot of stuff on and off your bow
