It was a black group. Since there was no music video, and Lips Inc wasn't in Europe, a west Germany music tv show put this together for something visual to show since it was a hit there. Kind of like what the "Solid Gold" tv show would do with dancers for songs they didn't have footage of the person coming in to preform their hit songs. The blonde is Debbie Jenner, she is not in Lips inc. Also the group name is to sound like the word "lip sync".

He took that funk sound to the next level and wrote his one and only hit song, FUNKY TOWN. One of his band members made a comment to Prince that a white dude just made a hit single off his sound while he was still an unknown. After that Prince Nelson with a vengeance turned out a series of #1s up until 'Purple Rain'. The original gal singing FUNKY TOWN was a radio despatcher and went right back to her day job after it was recorded. But this was the tune that drove a very young Prince to breakout into mainstream music.
The woman who sings on that track is Black. So you heard it right, it’s a black voice. But back then, unfortunately, for wider “video play”, the black lady that sings on the track, isn’t used in the video. I think Funky Town is supposed to be Minneapolis, there was a great music scene there in the 70s, 80s with tons of alternative groups (The Replacements, Husker Du, The Suburbs, Animotion) not to mention Prince! Lipps Inc. was from Minneapolis as well.
