Another top performer during the same era was Theo Oosthuizen, who later represented Griquas and was selected for the 1996 Springbok tour to Europe without playing Among the more recent crop for Namibia were Tinus du Plessis (man of the match in two World Cup clashes - vs Wales 2011 and vs Georgia 2015), Pieter-Jan van Lill (Bayonne) and the promising youngsters Janco Venter (Jersey Reds and Western Province) and Wian Conradie (Doncaster Knights) who already have the 2015 and 2019 World Cups under their belts. I don't get how people can even put Lawes in the same sentence when comparing hard tackling to Jacques Burger. Burger is constantly smashing forwards and back while they're running at him and sometimes when they're stationary. Lawes' highlight feel is only smashing 9s and 10s about 20kg lighter than him mostly looking the other way. He is the most overrated tackler and I believe it's because most English rugby supporters just don't know what real rugby is.

Jacques Burger is nowhere near the hardest hitter ever - Henry Tuilagi, Jerry Collins, Jason White, Stephen Ferris and many others were/are much harder hitters. I would instead say that Jacques Burger is one of the best tacklers ever in terms of consistency of bringing his man down, and one of the most doggedly committed and overall best defenders ever. But best ever for raw, massive impact? No. You could make a case for him being one of the biggest hitters ever on a strictly pound-for-pound basis (at 6'2" and 105kg he was not that big by the standards of the back row), but he isn't anywhere close to being the biggest hitter ever in absolute terms.
I'd defo be tempted to say Burger's the biggest hitter on a pound-for-pound basis. The guys you named are/were all beasts though for sure. But I feel for how he consistently smashed guys big and small I'd almost rate Burger above all but Collins, who smashed everything consistently including for the ABs. Burger sadly didn't play as much international rugby against major opposition as a Namibian I guess. But he played every week for Saracens in one of the most demanding leagues in the world, and was beyond durable. So I guess what I'm saying is... you're probably right. But I wouldn't want to get hit by the guy. Maybe more accurate title would be "Jacques Burger - Toughest cunt ever overall"
