I would have Xenagos, God of Revels either before or right after his Planeswalker card. For sure above Decimate and Wort. Depending on what decks they are the potential can be the same.
With my pretty good Bolas edh i faced a rather budget Ruric Thar, started well with sol ring and search for azcanta...and then: Hull Breach. And he told me he only played hull breach and atarka command as non creature spells
When you were presenting Decimate I was reminded that too many MTG players only see downsides in cards. Sure, if it doesn't have one of the targets it's disappointing but in most games by turn 4 you will be able to cast this for max value on opponents.
In most games when I used to run it there was never a practical time to use it at sorcery speed. Either from it not having the best legal targets at the time, to me rather playing a spell that progresses my board state and then keeping 1 mana up for a Nature’s Claim. Also as you start to play at higher levels like 8 or above you should always look at the negative side of cards first.
Decimate is awful. 9 out of 10 games it will be a dead card in your hand, and even when you can cast it what exactly is it doing for you? Most likely you're losing a card to -1 all of your opponents at sorcery speed - Taking out one important target and 3 irrelevant targets (sometimes having to even target one of your own permanents). When instead you could be ramping with something like Skyshroud Claim and trying to win the game or playing more efficient removal like Song of the Dryads or Chaos Warp.
I'd make an argument for Rhythm of the Wild and Vexing Shusher.I can't think of gruul decks that aren't creature focused and green gives access to +1/+1 counter doublers so potentially throwing +2/+2 on everything is great in a creature focused color combo(in the case of Rhythm.)For Shusher,one extra mana to make any spell uncounterable guarantees those sweet ETBs,another gruul staple.

Stomping ground might be the only definitive gruul staple.

Manamorphose is a fantastic card in the Gruul colours, but doesn't do so much if you're just a Gruul deck (outside of Wort).
Manamorphose in Pako/Haldan is super fun.
