- Uzupis, in the Lithuanian capital of Vilnius, is the smallest republic in the world. Everything's different in this republic of artists. Article 16 of the Uzupian constitution even guarantees everyone the right to happiness. And for those who find they don't like being happy, Article 17 provides them with the right to unhappiness. In most countries, there are probably no issues if you call your own house a republic or kingdom. The problems instantly appear, however, when you declare this "smallest country" in your tax return. Then it turns out you don't even have a square inch of independent territory.
