Yep, this list is pretty controversial and even though I'm haven't been hooked into Pokemon for too long, I still think Lillie, Jessie, Dawn, Misty, May and Skyla DESERVE BETTER.

People (Totally not Everyone because they blind and only care about her crush on ash) likes her because of her development, growth, decisions, and story of finding her goal and knowing which path should she take it took her like 30 episodes to find out her dream, but before that she was always wondering if she would have a dream or could’ve just stayed at home and become a rhyhorn racer. She isn’t overrated it’s just really her development, her bond with her pokèmon and how she met her pokèmon (Even if she only had 3), the struggles she had, her friendship with Shauna Nini Miette Trevor etc. (I’m lazy), Bonnie and Serena Being Sisters in the series and of course her story about her goal and trying to be in the same stage with Aria/Elle. As her song says she wants to have that Radiant Smile that Aria has.
Sorry for making you read this though but not every likes Serena due to this (I’m sure Tierno loves her because of that lol). As you said people only like her because of her crush on ash but not all of them🙂

Well he did nothing wrong and the reasons are very simple cuz 1. She is weak, 2. Not determined enough as compared to others, 3. She just likes an emo girl who will always be worried.
And now, here comes the analytical part: 1. Her character in the anime never developed she more likely remained the same throughout the anime (all she later did in the anime was touching pokemons, yay!)
2. She can be a good pokegirl if the narrators wrote her updatingly (I think the narrators were lazy while developing the storyline of her)
3. Her Arc development (Oh! Sorry, it was missing in Lillie through the whole series)
In my thinking, Lillie could actually be a good character if she was well written. 👍
