The assumption is that homeless people want a place to live, but most are really content with living in the street and have no desire to improve their situation. I live in a city in California where homelessness is par with mental illness, violence and public drug use which is a huge liability to the safety and quality of life of its residents.
The people and displaced families in need and actively looking for help deserve support and community outreach, but the gross majority of homeless people in California do not meet this profile. They’re rather continue as they are and live out of handouts

Here's the problem that some people forget. There are both the rights of the taxpayers AND the homeless to look at. How do you balance the public's rights to what they pay in for to be clean, orderly, and devoid of things like tents along busy and well travelled streets with having a place where the homeless can go to live?
Do I think it is building new homes or renovating old buildings to make them occupiable? When I was a young liberal minded person, I thought yes! Why not? But the problem is what we already have seen, even with the migrants. Too many of them do not have respect of the places provided them and when they leave, the place is destroyed.
But, the biggest thing is that it does NOT deal with the self-inflicted homelessness problem. Those who simply don't want to work, but wants others to provide them everything. Or those who have terrible addictions which they are not willing to kick. There are also those who do not have the mental capability of being able to support themselves, let alone maintain a living space.
There needs to be a societal change in how we treat certain types of homelessness. It is one thing to have something like a transitional place where a hard working person just needs time to build up money to rent or buy their own place. It is another to treat self-inflicted homeless the same as those who simply fell on hard times the same. Those who have mental and/or physical conditions that results in their homelessness should have more homes built and staffed by those who can help maintain them. Those who refuse to get help for their addiction should be left institutionalized. And those who simply do not wish to work for what they need should be left to their own ends.

He has single handily ruined California!! I was born and raised there and my last visit was so depressing. Why do California keep voting this man into office.

Ridiculous what those homeless people have done to litter and trash that state. Thank you Governor.

There comes a point whereby if people refuse to help themselves or accept help, they need to be forced to quit wreaking havoc on everyone else.

These homeless individuals were offered shelter, but they refused to accept it. They prefer to stay on the streets and continue their use of drugs and alcohol. This is the best action taken by Gov. Gavin.

The rent is too high, and the landlord starts to charge more rent every six months in California

All homeless people are offered spaces at shelters during police encounters. Many don’t accept the space because there are curfews and restrictions on drugs/alcohol. These are the homeless who are going to jail - and they are usually released within a few hours.
