How would I get documentation for event like this

Good evening sir,I am 80% at this present moment.I'd requested my FOIA -Complete c files.Since Nov,2022 still no results. I was hospitalized out of country but the va told me they can't find my hospital information .Hope you can be a vehicle of advice?
I need you to come back. Got injerk when I was a seaman Recruit fresh out of boot camp on my first appointment. They put me on the top bunk in the middle of the night. I fell off of it and hurt my back pretty good. I was nineteen years old I am now forty four. Never told anyone I just sucked it up. Didn't really think it was a big deal. Then a s*** mate told me to put boots underneath my mattress. Ever since then my back has been messed up. I can no longer find that shipmate let alone remember his name. Also I was walking through the mess deck. We had a older ship. So there was a ton of conversation everywhere, especially around the mess. Well I slipped andv tweaked my knees. And again I cannot find shipmates. And again I didn't think to report it. And this was way back in 99. What do I do
