  • The United States and China are locked in a geopolitical contest for technological, ideological, and military supremacy that will define the 21st century. If anything, the global spread of COVID-19 has only intensified this competition, throwing these powers’ contrasting global outlooks and ambitions - as well as their limitations - into sharp relief. What does this crisis reveal about US-China relations in 2020? Could the pandemic and its economic fallout alter their global trajectories? Center for a New American Security CEO Richard Fontaine and Asia Research Institute distinguished fellow Kishore Mahbubani join Council President Ivo Daalder to discuss.

    I don't agree with Richard's view at all, he is thinking China in term of an ill competitor in every aspects. He mentioned few things about international rule of laws, intercultural property theft, security and surveillance gatherings etc. Now, first on international rule of laws, let me remind you that after second world war ended the western industrial powers including the soviet unions got together making the international rule of laws they have not included China, so the rule of laws they made is purely for their benefits. When China catches up today a lot of the rules and or laws made back then is no longer suitable for today's environments in every aspects. China of course feels that the rules and laws need to be amended to suit everyone not just the G7s,however, any changes to the existing rules and laws made after the second war will jeopardize the total control of the today's G7, China wants to have some say it it but got their rights have been denied, just imagine the second largest economy in the world has no rights in the rule of laws and when especially the old rule of laws are not in any favour to the Chinese do anyone think they will obey the rules and laws made without them? You know the answer already. What about the intellectual property theft issue? The American and its European partners have geared up on China accusing China stealing and copy their hi tech properties, do anyone know what the Americans and Japanese did after the second war? How did America became so advanced? Please don't tell me because god really blessed America for it. America had stolen technologies and ideas from European countries like Germany, The Great Britain and France before and after the second war. The Japanese was back engineered endless electronics from the US and Europe after the war. Did anyone accused the Americans and Japanese for that? No, because no one has the courage to do so, now the American especially accusing China for stealing and back engineering the US technology and accused the Chinese Government forcing US companies to handover intellectual properties if they wants to do business in China, this is not true at all. When US companies decided to set up their business in China they knew exactly the requirements of China, agreed on before coming to China, they have agreed to share technology and ideas with the Chinese partners in order to set up their business, the Chinese did not steal what is belong to the Americans, it was shared. Chinese governments in any level did not threaten the US companies to surrender their trade secrets at all, all these can be verified by those companies doing business in China. Donald Trump accused Huawei stole American 5G technology, what a laughing stock that is, how did Huawei steal the 5G from America when America doesn't even have this technology? Did Huawei go to the future stole the American 5G and came back to the present time and developed the technology? What a lunatic that is. Talk about security and surveillance, China is no match of the US, The US is the worst when come to spy on its citizens, CIA and the National Security Agency have up to date not only surveillanced its own citizens but other nations citizens with or without significance, Edward Snowden had reveled that German chancellor's mobile phone was taped by the CIA and the NSA during Obama time. CIA have pressured all Apple products including all mobile device to have a back door for the American Intelligence to get in, in this case Google and FaceBook are no difference to Apple.

    American strategists fail to understand one simple fact: in a conflict between China and US, Asia will choose Asia. And - surprise surprise! - it is an Asia which includes China. It's not that they're pro-China, that'a very different completely as public opinion polls often tell, but you can't have an Asia which does not include China's participation. In contrast, Asia will largely function without American leadership or primacy which has no geographic or cultural landhold. The 20th century American alliance system with SK, Japan and others will simply not stand up to the weight of thousands of years of China's engagement with their fellow Asian neighbours. And therefore, being that most of the world's population will NOT choose US over China, American strategists need to rethink everything about this contest.

    • @FR-yr2lo

    • @richiesd1
      @richiesd1 4 года назад +12

      Xye Leyx, the USSR had no money. It’s all about money, trade and financial win-win. Example, Thailand will side with China if China builds infrastructure and enriches the Thai economy. It’s up to us, Americans, to propose a better deal and pragmatic solutions. All talk ideology will go nowhere.

    • @jlkh03
      @jlkh03 4 года назад +11

      @Xye Leyx To be honest, half of Europe WAS on the side of the USSR, that's why there was an Iron Curtain. Today, it's not so much that the rest of Asia will or will not welcome the Chinese with open arms. Again, opinion polls in many Asian populations aren't pro-China at all. But any framework of Asian regional prosperity and security must include China's role and cannot be co-opted by the US to target China.

    • @jlkh03
      @jlkh03 4 года назад +4

      @@FR-yr2lo The US is a pivotal power in Asia but that's a kind way of saying that they're not on the map but they have an important role to play. Japan and India are two of China's most powerful neighbours and will be two of the most important engagements China has within Asia. But I think it's too simple, way too simple, to say these engagements will be "against China".

    First is the Cairo Declaration of 1943. Second is the Potsdam Declaration of 1945. Third is the Treaty of Peace, also known as the Treaty of San Francisco, signed on September 8, 1951, between 48 nations and Japan. (Because of the onset of the cold war, neither the People’s Republic of China nor the Republic of China was invited to San Francisco). Fourth is the Sino-Japanese Peace Treaty, signed on April 28, 1952, between Japan and the Republic of China. Fifth is the UN General Assembly Resolution 2758, passed in 1971, recognising that the People’s Republic of China was the only lawful representative of China to the United Nations, in place of the Republic of China. And, lastly, the Joint Communiqué of the Government of Japan and the Government of the People’s Republic of China, signed on September 29, 1972, which acknowledged that all territories stolen from the Chinese shall be restored.
    Today, of all the features in the Spratlys, Vietnam has 29, the Philippines has eight and China has nine
    In each one of these treaties or declarations, reading them separately, or reading the six together, you will find definitive evidence supporting the legal position that the Spratly Islands belong to China.
    Since the 1950s, the Vietnamese have been actively and aggressively taking over many of these features in the Spratlys. The Philippines has also done the same, starting in the 1970s. So, today, of all the features in the Spratlys, Vietnam has 29, the Philippines has eight and China has nine.
    In the 1970s, it was discovered that the South China Sea possessed a wealth of oil and gas reserves. This resulted in a dramatic escalation of interest in the region, particularly by Vietnam and the Philippines. As a result, increased tension ensued.
    The situation was further exacerbated in 1982, when the United Nations Convention on the Law of the Sea was promulgated, establishing a 12-mile-from-shore territorial water, and a 200-nautical-mile economic zone. This has further complicated the claims and counterclaims, and enticed more Asean countries to make claims in the South China Sea.

    Richard’s comment on how China focus on preserving the party first than its people’s wellbeing, Hahah, it shows how biased his view of China is and how little he really understands Chinese societies. Has CCP not put Chinese people’s wellbeing first, CCP would have been overthrown a long time ago. At the end of day, a good system or good governance is the one that takes care of it’s people’s well-being by solving the equality problem. China has lifted 800 million people out of poverty in a short time, think about it? Kishore knows exactly what he is talking about...if people want to understand China should listen to him.

My opinion is different than the mainstream...yes power has shifted to Asia and other countries will raise like Vietnam and Indonesia and India....however having strong economies is one thing and people having descent wages is something else. China has over a billion people and majority will never be moderate income and most basic services like good healthcare and clean food will not be provided...as for the west, many countries like America and France and UK are declining but others are doing well or raising ..Poland is doing great and so is Estonia and Russia is playing bigger roles geopolitically ....

    "Winning" is a faulty mentally, a concept that there must be a loser, before you can be the winner...
    It is akin to saying, for you to live, someone must die....it is good for ego and motivation though.
    The Fast East mentally is focus on survival and be able to stand and overcome any hardship, to have enough for the future..
    They don't think of fighting for the sake to be the winner, because in fighting, there is 3 outcomes, No.1 you lose, you die, No.2 you win but after winning a bruising war, you die of your own wounds. No.3, you win and didn't die of your wounds but now, you have to be careful of the loser's descendants, they will come back for revenge...all 3 possible outcomes are fighting for nothing...waste of time, effort and resources...
    So, the moment, you stop thinking of winning (that requires fighting) and start thinking coexistent, cooperation, etc. with others, you already start to win...

    China just wants to improve its people’s standard of living and takes care its own interests and business. Isn’t it every country’s goal? If China continues to increase the size of its middle class, continues to improve its people’s standard of living and by doing so continues to increase its GDP, it will surpass US naturally because its population is almost 5 times of that of US. Why does US want to prevent China to improve its people’s lifes? That’s an irrational behavior. US doesn’t represent the world and it should deal with its own problems, gun violence, systemic racism, ever increasing wealth gap, and urban decay, etc.

Most important is, he did not criticise or demonise China unlike most American speakers. He tried to be as factual as he can. As for Prof Kishore, as usual, he is brilliant and his views are really profound and unbiased. I always enjoy listening to his wisdom. I share Prof Kishore view too that the World would very much want the US to be the leader but not to the extent of destroying China because China too is a major player. It is a win win for all if both can co-exist together.

    I wanted to watch/listen to the whole session, but the "THIRD" condition that Mr. Mahbubani mentioned immediately presents what I believe is a root of an inherent flaw in the thesis of his book. Saying China must play by the rules represents an irony to anyone who TRULY KNOWS WHAT AT THE VERY CORE IS AN UNCHANGED USA FOREIGN POLICY for most of its century and a half existence. THE USA HAS NEVER PLAYED BY THE RULES COVERTLY and sometimes even OVERTLY. Being a Filipino who deeply resents China's grabbing of islands that have been ruled in international tribunal as The Philippines's EEZ and lest we forget the thousands of its own people the government massacred in Tiananmen Square, one can at least see very clearly who the "BAD GUYS" are. The USA on the other hand has sanctioned many covert operations that have resulted in wars and even overt ones that for me counts as crimes against humanity. A very clear case is that of the IRAQ war after 9/11, which was not only waged with completely false evidence but is the genesis of a continuing exponential ascent to a great financial burden for the people of the United States. And who can forget Edward Snowden who exposed not only the US government's willful disregard for its own constitution to go as far as to SPY ON ITS OWN PEOPLE, but more importantly as I see it that there is no true significant difference between the Republicans and Democrats. Obama who ran on a platform regarding the need for government transparency secretly continued the unconstitutional spying on the American people that George W. Bush approved during his his term. So given these parameters, PERHAPS the question ought to be not who will win, rather WHO WILL BE LESS OR MORE RUTHLESS AGINST HUMANITY. I trust neither to play by the rules ... EVER! Oh, BTW is there even a rule anymore???

    Great discussion! Kishore look forward to reading your book. I would think both powers are running neck to neck in a race to be the dominant power. Cnina as an aspiring superpower and the US holding on to remain as the number 1 superpower (status quo). In this round (re: round 19/Covid 19) it seems China has taken a lead with its medical diplomacy and US may be falling behind a bit.
    Not to say that the US cannot regain its momentum once they emerge out of this crisis. I would emphasize to de-emphasize the competitive game between the aspiring superpower and the number 1 superpower as status quo ante since we may have entered into a new phase where nations have to pull themselves out of this crisis on their own merit and concentrate on self development then developing relations with other countries. Not to say that international relations - be it bilateral or multilateral will not remain as a strong force for ''collective action for collective security'' but that it will be secondary to serving one's own national interest and enhancement of one's own image. Something Donald Trump may have perceived and his election victory may be attributed albeit partially to the fact that Trump is what America needs rights now - for the future it remains to be seen.

    Kishore Mahbubani has a clear understanding of the importance of culture and the material basis of political legitimacy in the context of China's history. Material basis as measured by the rise of standard of living. As in Maslow's hierarchy of needs, meeting the basic needs (food, shelter, clothing, etc.) is the broad basis of upon which other needs (safety, love and belonging, esteem, and self-actualization) are met. The vector of China's trajectory towards democratization has to be built upon satisfying the layer of needs of its people - esteem of its culture included. Kishore's last statement about the progress of the Chinese. quality of life now compared to 40 years ago illustrates where the Chinese Communist Party justifies its legitimacy. After all, one needs to have a "full stomach" before enjoying the higher freedoms on Maslow's hierarchy of needs.

Although in recent years, our relation with Japan has been improved, but there are still thousands of right-wing politicians put on some hostile policies towards us. India also hate us, but not as much as Japan and Taiwan. India and China have frequent border conflicts these years , which undermines China-India relationship.

    China’s activities in the South China Sea have not been aggressive, or assertive, but rather have been restrained
    Over this period, Vietnam built an airstrip on one of its features. Last year, China decided to proceed with the construction of an airport on one of its features. China has also built four lighthouses in the Spratlys to support international navigation.
    By 2002, because of intensive efforts of members of the Association of Southeast Asian Nations and China, a Declaration on the Conduct of Parties in the South China Sea was agreed, promoting bilateral negotiation among the disputing nations over sovereignty issues, and calling for the unfettered freedom of navigation in the South China Sea for all nations of the world. A code of conduct between the Asean countries and China to reflect the above is now being pursued.
