One cycle is usually the 10 step or 12 step surya namaskar. But it is also recommended that you always do it in pair, which means you do either 2, 4, 6 and so on. So that you are doing it with both legs.

Whether you do it slow or fast, always align your breath with the movement of your body. Basically it will be the exact same as you do slow. But if you are not able to keep up with your posture, alignment of your body and your breath, then please do not do it slowly. Master the accuracy first and then work on speed.
This usually happens because of the lack of core strength or hands strength. Doing some other exercises or asanas to increase your strength will help. Specifically work on your core.
You are right Surya Namaskar can also be done with 12 steps. In hatha yoga Surya Namaskar is done as a dynamic practice which is a 10 step practice. Later child pose was added to it and it became 12 steps, which also made the process a little less dynamic for certain group of people, so they can still get the benefit.

Surya Namaskar came from Surya Kriya. Surya Namaskar is more geared towards the physical and Surya Kriya is more of a mental and Spiritual Practice.
