It's actually not out of tune. It's a harmonizing full westminster chime melody. you're hearing 2 tones at once, but the lower tone seems to over power the higher.
My hometown of Irving, TX has about 19 of those EOWS 612 sirens around town and they used to ring those Westminster Chilmes at 12 Noon every day until a few of those in the Valley Ranch District got replaced by a few 2001-130s...and to tell the truth after the last Tornado Warning we had, the EOWS*612s lasted longer than the 2001s after a solid 15 minutes running them.
That particular siren has been replaced with a Whelen Vortex. As far as this siren which is at Crites Rd. between US 23 and Court St, I can check whether or not it's still there next week.

So apparently different EOWS* 612's sound different during the Westminster Chimes due to a different control module? I like the way this one sounds. I don't know if it is an older one or not, but I really like how distorted and bold it sounds compared to other 612 videos I've seen doing the same signal.
That's pretty ingenious. We have 8 drivers and an amp in our bell tower here to produce other sounds with the bells, and it's honestly not too much different, other than the fact that it's not quite as loud and doesn't rotate, of course.

My town only sounded this once for a severe Thunderstorm warning but now they do it for all Clear and for the end of the test our test is the standard siren and the all Clear is this

Yea, I think that is a nice way to test the sirens without disturbing the public with an actual siren wail. Then again, knowing what the siren actually sounds like helps you condition into tuning in when it is real.

This is used to signal "all clear". The City of Torrance, CA uses a tone like this to accompany their monthly test of their alert systems.
