As a plumber myself , I give this man credit for his dedication to stopping the water . What most likely happened is the angle stop broke while he was making the repair. Exact thing happened to me but thank god it was only cold water when it happen to me , this man was trying to stop a hot water supply.

And the complex had to pay a fine of $150 every 30 minutes it was off. Landlord refused to pay that. So plumber was willing to attempt to fix with the water running.
They could have turn off water at water heater since it's was the hot water supply line. If they didn't have access then refuse the work, as not worth the risk. I done jobs before like this when maintaining buildings for a few people Then won't have to cut off the whole building then. Also won't be under pressure and would have been easy clean up. It was a stupid decision on both parts. Landlord at fault by not providing access to water heater during the job.

i’m a service plumber still pretty green but i know enough to do petty service. a similar situation happened to me and it is gut wrenching. exhausting and humiliating. luckily i was able to get main off within a minute without causing too much damage.
It doesn't really explain everything, the son clearly states the water is shut off. Clearly the water valve to that apartment is broken, it's not the plumbers fault. The owner is too cheap to turn off the main valve when it starts leaking, she's definitely liable for all of this. Every year there should be an inspection of all the plumbing and see if it's working right. Poor plumber though, hopefully he didn't get burned by that hot water.

It definitely is the plumber's fault. Replacing a mini cistern cock live is stupidity. let alone the hot water inlet stop tap smfh, that water would have been pumping at roughly 1500kpa. After reading the description, I realized the “plumber” put himself in a bad situation. It falls on both of them. The landlords trying to save money and the plumber is trying to make money. Hopefully its a lesson learned for both. Landlord gonna have pay up now!!!!
It definitely is the plumber's fault. Replacing a mini cistern cock live is stupidity. let alone the hot water inlet stop tap smfh, that water would have been pumping at roughly 1500kpa. How in any scenario would that be deemed safe especially in an apartment block. The plumber should definitely have his license revoked. Simply refuse work from landlords that don't know a thing about plumbing, don't risk your license. I struggle to believe this is a real plumber however as this is basic knowledge even apprentices would find it irrational.

Though the landlord charging a $150 fee makes the situation worse, hence the apartment I heard was built around in 1970. So if the water was just turned off for a few minutes the plumber's job would be easier since the damage wouldn't get worse. Just my take on this so no hate
If you read the description of the video and listen to what they say half-way in, you learn the landlord didn’t want to shut the water off.
So while yes, you have an in-experienced plumber. I don’t believe the best plumber in the world would be able to work with that water blasting their face because the landlord doesn’t want to pay 150 bucks to shut the water off.
So like the description points out, its as much the cheap landlord as it is the plumber.
