@shell the only reason it happened was because the plumber himself told the landlord that he can do the job cheap by not turning off the water. It was the, from what the comments seem to be saying, "unlicensed" plumber that decided to flood the apartment to save money. 2 families were effected by this asshole trying to make a quick buck
Yea not all landlords are horrible. Actually the idea they are comes from the mouths of horrible tennets. But most are pretty good. It just depends on the person renting and who has rented before. If you have rented to people who come in destroy the place and leave, and the security deposit doesn't even cover half of the damage you need to fix. Then yea, you stop caring.
So the plumber was hired by the landlord, he knew that it'd cost $150 to turn off the water and he said he could do it without turning the water off. It was both their fault, one for not letting the water off and one for not having any standard of work.

If he was a competent plumber, which he wasn't, he would have *REFUSED* to do any type of work till the water was shut off. The landlord should have informed the tenants at a later date the water was not going to be available for a set amount of time to allow the plumber to safely do his job. Especially if you're working in an apartment building. If the water gets everywhere on the fool, it could not only ruin the floor, but the ceiling of the apartment below it... Always, always turn off the water before you do *ANY* type of plumbing work.
In my opinion the plumber was an absolute legend for staying there and trying his best, but the real problem was the landlord not stopping the water and actually help the plumber ease his job a bit.
