Trams are cheaper to run than busses. They also look a lot nicer than busses and move more people faster. They can just look at Prague to see how well trams work.
Here in Berlin the tram was entirely abolished in former West-Berlin in the sixties. But now trams are coming back in the western districts. In former East-Berlin they were kept and are still running.
Cardiff is getting Trams (Tram Trains) in the South Wales Metro scheme. but Swansea desperatly needs Trams public Transport is almost nonexistent in that city of 241,000
Why 3 choices? Because the bureaucrats do not want to have to study more. BTW trams were removed because car drivers complained about driving over the rails in the roads.
I live in Alicante, Spain. I use the State owned tram system every day. It uses standard rails, with overhead power lines. Return fare to town (4 stops) is 40 cents. Very reliable service. I posted this fact on RUclips some time ago, and received angry replies from Brits: "Other people are paying for your fare! You are a parasite!". Added to this "State ownership is Communism!". Good old Britain speaks...

Trams in a third world nation? Don't think so! You need skilled people to service them so they actually run.

The French are notorious for their trams on rubber tires. I‘m not sure that these systems actually make any sense.
as far as I know that was a small pilot and they are closing it down; not working to well
