The game is what is blacklisted. Not the developer. The developer can still submit other games. Many developers have hit this speedbump in the past and have continued to release other titles.

Adult Content games have an additional, unstated, threshold to pass, which is what makes this so difficult for developers.

The characters in the game are all adults as far as I know, it’s likely just cause some characters look young.
