I don't think aki is bottom one. I think she isn't used often and that in turn makes her unpredictable. But i also think the balance in this game is pretty good.
You forgot the other core thesis of the Obama video: pick the developer’s waifu character so you never get nerfed no matter how good the character is :^)
About what influences balance changes and zangief ( 30:14 ) another huge factor is the low-mid ranked community. they are the largest actual playerbase, and they complain about gief in every iteration, no matter what. i can only imagine the mail Capocom is getting recently, with gief modern existing. hopefully capcom can see through that, but i would not be surprised to see gief nerfs. (we have seen gief be low/mid tier and still get nerfed in the past)
