It's a set of English border bagpipes, with modernised fingering so that they can play into the second octave, giving a full range of an octave and a half. The maker is Jonathan Swayne. (Historically a similar, but slightly less developed, instrument was played in the north of England and the Scottish border country.)
Border pipes, but with French cornemuse du Centre fingering, as made by Jon Swayne. Unlike the Lowland pipes, the chanter on these can overblow into the next octave, giving you the three extra notes. I have a couple of sets of these pipes myself.
