That's a pointless clarification. While it is true that in WEC, you win by completing the most laps - doing so requires you to be the fastest car on the race. Also, in F1, if you are missing laps when the winner crosses the finish line, you are not allowed to complete any more laps than your current one.
In practice this means that both definitions are practically the same (only difference being when you decide the first place has won). The real difference comes from... Everywhere else.

Alot of people don't understand that in endurance races there's something called a "minimum mandatory pit time" which basically states that once a car comes in to pit, no matter what they're coming in to pit for whether it be of just fuel and or tire or a full driver change. The car has to stay in the pitbox for a minimum amount of time before it's allowed to go back out again. The car is on a timer counting down, and the team will be penalized if they leave before that time reaches zero.

WEC has a mandatory minimum pit stop time, so they don't have to rush. they only need to do it relatively quickly so they have time to spare if something goes wrong, but its not a race to see who can finish their pitstop the fastest.
in fact, its safer if they take their time since they are less likely to make a mistake and run over the minimum required pit stop time
this is unlike F1 where, in addition to having nothing to check, no driver swap, no refueling, they only have to change the tires, and there is no minimum time so they have to get it done as fast as possible.

The key difference is that the le mans crew appears out of thin air while the f1's crew is already standing there

The Le Mans pit stop here is actually slower than you'd normally see. Since the car can't leave until all four mechanics are back across the line, they usually time it so that that inside tires are the last ones changed, meaning that the driver doesn't have to wait long to be released.

Also 24 hours of Lemans has 3 to 4 cars with 3 or 4 pilots each for the duration, plus the tank must be filled for more duration of the race. That means, that tank has to at least had 5 hours of duration through the course, and on top the driver must had fuel efficiency. On top tire efficiency must be something since they determinate how much pit stop they had to do for change them.
On other hand F1 cars has a small tank of fuel + tires get worn out even faster than a lemans car.

What don't know is that LeMans, or all endurance racing for that matter, has a minimum stop length.
And as you can see, during refuelling only tasks like Driver change and cleaning windows/lights can be done, nothing else, only then you can change the tyres or do some small repairs, meaning, while refuelling no work can be done on the car.
Speaking of brakes, during a 24hr race they use up several sets of brakes, not pads or rotors, entire assemblies.
during most 24Hr races they also use up kilometres worth of duct tape, the manta team actually used to have Duct tape in the colours of the car.
Meaning, the difference is regulations and then race type.

The difference is in one race, the car is made to be destroyed eventually.
In lemans, it gets destroyed over the course of the entire race, since it isn't just pushing speed limits.
