The best approach for anybody seeking Planning permission for any type of development is to seek a PRE planning meeting with the Planning Authority. The council provide this for FREE. It's preferable to have some drawings or sketches but not necessary. The minimum required is a map and a description of your proposal.

Unless your in Co Wicklow planning here is a mine field and it’s heart breaking trying to get planning

Buy a cheap sight outright with cash,
Build a cheap modular house/ self build or diy.
No contracts and an ignorance of all regulations, however not to any point of criminality or amorality.
Off grid development built by yourself.
Complete self sufficiency like solar power, rain water collection, wind power,
I know this is all fantasy and very hypothetical but id like to see your opinion on how you would go about making your very own homestead in ireland for as cheap as possible. ❤❤

One word of caution I would add to your excellent presentation is if you are interested in purchasing an old derelict house to refurbish, make sure that you submit an engineers report to a house insurance company , in advance of purchase, to make sure that the when completed your dream cottage is insurable. Most common problem encountered is the condition, or lack thereof of the FOUNDATIONS .

Hi Terry trying to find more information on an old cottage in poor condition but structurally adequate, It's listed on the 1911 Census and Grifitish valuation and local people have an attachment to this particular house and would be interested in seeing it renovated. Essentially I'm curious about the requirements of Section 5 of the Planning exempted development. I've looked through the council website and the legal Act is heavy going.
Is it a case of the planners' opinion or a more rigorous equation of variables? The country is full of these type of houses with such great demand.

The number of young people, single or with families, who buy a derelict plot and start a RUclips channel about ‘living their dream’ is incredible. One of the early comments they tend to make is “we’re out of money” - usually because of one of the factors you’ve mentioned, or because of unforeseen ‘mini-disasters’ related to the weather (they didn’t anticipate so much rain), the structure (about the only thing that isn’t rotted is the stone foundation, and it’s cracking) or the bugs (see: rainy climate). The only things they do seem to have going for them, is their youth, their strong backs and their naïveté. I wouldn’t trade places with them, and sometimes I think they’re flat-out foolish, but I’m no longer young myself. Sometimes it works, most times it won’t. I hope they have a strong faith, for when the hard times come. Thank you for your honest and helpful perspective.

Lol I am literally that person 🤣 minus the RUclips channel. Haven't succumbed to that desire just yet. I have a very strong faith not in humanity but in God. It's a tough walk but we are doing it for our kids. We live in a terrace house and bought a site with an old cottage, no water and no electricity. Our dream is to fix up, restore and rebuild. Maybe to prove Yeats wrong.... Romantic Ireland isn't dead and gone. We just want fresh air and a few chickens. For our kids to feel free and be less state reliant. I think to be young is to feel like you can do anything so I'm not lost in the process. As it's written in Nehemiah "don't despise the day of small beginnings" we have to look forward and keep up the pace. Sadly though, I have to say it's the older generation who seem to be the biggest objectors when it comes to the youth rebuilding rural Ireland, at least that has been our experience. When I see an old derelict cottage it makes me sad. I see the history and the stories of such a place just left to go dusty and crumble. I think also our generation are learning that less is more. We'd rather have more kids and less bedrooms. More land and less clutter inside our homes. In a way it's a sort of mini revolution as we fight the dream we were all sold of a mortgage and 2 cars, 2 kids and a dog. I think they do the RUclips channels to hold themselves accountable and for the future to say here's where we were, where we are now and we aren't stopping. Either that or the inner narcissist has been let loose though the power of RUclips. But I think most of the RUclipsrs (like this host also) desire to engage people, help people and maybe find community in a lost world. Thankful for channels like this and for all the help they provide. God bless rant over. Just pray we get it done 🙏
Hi Terry, love the videos . Do you know how the ready to build scheme will work in Fingal? I heard planning in rural areas in fingal is a no go if you have not lived in the area.

These were all good concerns (most of which I actually had thought of already when we discussed things at our house, sigh) thank you for explaining, is there a good book or so that gives one an idea of what needs to be done, and /or in what RANGE things like planning permissions etc cost? I am currently living in germany, and here that is a MAJOR cost factor to get an architect, or something like that which is needed to submit the claim in the first place, honestly that is one of the factors for us dragging our feet. we are looking around northern france atm (tho we would actually prefer ireland for a number of reasons, but it is so difficult to veen just find information about ireland as opposed to the US; or the UK, because so few ppl tag their content per country :( )
I do not know of any book which deals with the cost of planning permission etc. My book, which is on Amazon, will guide you through the process, however. Obviously, the cost of an architect and planning application submission will depend on the design complexity, and other factors. So it is difficult to be precise until you speak with an architect who can give you a quotation.
I have actually just finished your book, very informative, thank you 🙏 I can for sure recommend, especially for foreigners (like myself), trying to understand how it works here.

Don't believe there is anything stopping you from buying. You will need a pps number to stamp the deed of transfer. That won't allow you to live here, however, if you are not entitled.
Hi Terry, great video! We are UK potential 'blow ins' We are looking a buying rural, a house/cottage already in place and liveable so with no need for planning (I guess?) but in need of renovation. At what point does a property becomes derelict in the eyes of the authorities? Would we be able to live in our camper next to the property and start a small holding whilst we renovate and is there a time limit? We have seen lots of youtubers doing this but are unsure weather they could be in for a shock down the road. Many Thanks. Brendan & Michelle

If you were to live in the camper, and it was mobile (not static), you may be ok to work on the property on a temporary basis but I am not sure, to be honest. It would be up to the local authority to enforce the planning laws and how active they would be would depend on the situation and to what extent you might be an eyesore etc.
I do not believe there is any time limit.
I am not sure a derelict dwelling requires a certain period of abandonment, I would imagine it would depend on the state of the property and how recently it was occupied etc.

Another issue that is useful to remember is that planning authorities are always amendable to you buying a derelict property and seeking planning permission on the basis of you, on purchasing the property subject to planning, demolishing the derelict property and replacing it with a new build.
Demolish and replace basis it's called demolish and replace BUT sure you seek a preplanning meeting either face to face or by a detailed email to the executive planner for the area.

I have a question but just wondering if my following scenario is covered by you @02:40 that the site purchase is based on "condition" of getting planning permission?

Bidding on a rural site at the moment with the intention of building a house on said site. The site would be close to an individual who I've been advised could be difficult and possibly deny planning permission for a house if it was to be built on the site. Is there anyway around this if the 'difficult' individual denies me planning permission ?
You would make the site purchase conditional upon the Grant of planning permission on conditions with which you are satisfied 😉
Can anything be deduced about the road by if it has street view on google-earth (or maybe more significantly if it doesnt)?
No, but Google maps can be useful to notice things-for example extensions that may not have been disclosed in the legal documents.
whats not clear is, when facing a derelict property, that was clearly a cottage, because there is and was a property there, do we have some form of basic right to put it back right, i dont mean knock it down ,and build ,one of the big places you see all over ireland, i just mean reroof, plum etc, on the existing old empty property, and is there a right to live there,
I think you need planning permission for this. This should be possible, provided the plans are not crazy. Then you have a right to live there.

Yes, you need to obtain planning permission in the normal way if the work your want to do requires planning. You are not going to get a grant for an unauthorised development.

No, I don’t believe so. Local needs applies to new builds on virgin sites.

I have been looking at derelict houses in Kildare and was looking to purchase it and apply for pp as I am not from Ireland originally.
Our ancestors fought and died for Irish people to be able to build on Irish land absolute disgrace that the government is trying to make it difficult to exercise our constitutional right to house ourselves in our own communities
I quite agree! We run into the same barriers here in the UK (along with already astronomical prices) and it truly seems like the authorities do not see that their own attitudes are what are causing regions to decline and wither away. Reasonable constraints on what folk do, so that they don't negatively impact those around them, are one thing - blanket restrictions that actually prevent any improvements are foolish.
"Provision of services" = Pay the mafia their protection money
Your allowed to be homeless in Ireland thats all. Everything else is illegal or expensive

Not the same here in the UK.
Planners can base their decision on actual use ie: if it's been uninhabited for years and for example used as hat storage theyvwill say it has no residential planning.
Do you have local authority building control in Ireland?
When renovating an old property do you have to bring it upto a minimum energy efficiency standard..... Things like wall/floor insulation, boiler efficiency etc?
