0 risk move. Doesn't take up a roster spot because he can sit on the practice squad under the international pathways program. He has elite speed, especially for his size. Give him a chance to learn the sport and coach him up. If he makes the team as a special teams ace then it is a bonus for all involved.

I've seen his 40 being 4.44 which is about average for starting NFL linebacker. He'd be one of the slower wr's and he's not built to be a RB

Don't believe he ran an electronic timed 10.4 100 meter. If you watch some of his highlights there is a long run he has with 2 white guys chasing him, and he's not pulling away that dramatically. A 10.4 second 100 meter he would be flying away from 2 white guys. Complete B.S. He will have 15 plus guys easily on Chiefs faster than him. Wish him luck, can still be successful as 4.4 and 4.5 hand timed isn't "slow" but he will need time to learn the game. Speed is far from everything though, so doesn't mean he cant be a success.

They have 20 mil in cap space. The league allows teams to carry an extra practice squad player if they are from a other country as part of their international pathways program. This is a 0 risk move. If the dude makes the team as the 6th receiver and plays special teams, it's a win. Worst case, he sits on the practice squad for a year and learns the game with nothing to lose.
