Why can't Tom and Sue both work on Day 2. Why is Tom pushed out to Day 3?

Activity C is a successor to Activity A and B. So Activity C cannot start until A and B are complete. So after Resource Leveling, Tom and Sue cannot complete those two tasks on the same day, it has to deal with the relationship of the activities.
