Not a right way , before putting boulders they need to prepare foundation base with mix of fist sized stones and mortar mix , then add boulders with layering of wet mortar mix in between , dry pouring of mortar mix is very bad for structural strength, not right approach for load bearing structures like foundation
You didn't seem to understand the foundation design. The last step you watch on the video , is the wetting of the cement on top of the boulders , which will penetrate through the cracks and spaces between the boulders , reaching all the way to the bottom. The armored structure that will result, will be a load bearing foundation which can even support a 3 floored house.

For stone foundation 1) Digging upto dard strata 2) provding 1:4:8 cement concrete at botton of soil 3) Contruction of wall by hand via cement sand mortor..! 4) by applying cement sand and water from top.. Cement will get absorbed by soil and foundation will be weak despite using cement
The paste (cement + sand) with added water, doesn't get absorbed by the soil. It will get deposited under the first layer of stones deep down on the trench ,and then above it , all the way to the top. When the paste is visible at the top. this means all the height of the trench has been filled with the paste and , together with the stones, we have a concrete, load bearing armored foundation. It has been done like this for hundreds/thousands of years. Angkor Wat used this system, with wet clay , instead of paste, poured over its stone foundation,
This is poor Indian style work. The stones should have been rammed properly. Any structure built on this foundation will soon collapse. The owner should sue the contractor and make the contractor rebuild.
