10 gold is a higher production value than 2 hammers. Think gold is about 2.5 - 3 per hammer. Then there's the applied value of having the option of reserving those hammers at the cost of having to pile up a bunch of gold to actually use it on something of course.
kind of but it doesn't stack on top of existing production. So a bunch of buildings will come out later regardless of gold's overall value in comparison to production. It's kind of like splitting up your production capabilities into 2: 1 for your production and 1 for your gold which you'll eventually use to buy something.
I'm pretty sure production focus doesn't just look at production, it will also pick up food if you have a big food tile, for example if you have Lake Victoria, it might pick that over a 1 production desert stone.
i had this same problem as his i think in early stages that wonder also had production and while its yield changed for the game the governor may not of been updated.
I guess the governor gives score to tiles depending on the focus, like in production focus production is 2 everything else 1 or something like that, so 10g is still better than 2prod

For every extra 2 food it is converted to prod. So lake Victoria with 6 food is equal to a 3 production yield tile.
That 4 atoll city would make Japan almost not terrible.
