I will just give a brief introduction then come back to your point just to check that whether we are on the same page or not.
Being mature means that you are behaving in a sensible way or taking rational decision at different situations. Now what helps us in taking decisions is our knowledge and experience regarding that situation.
Now coming back to your point ,
Let's take a situation where there are two people Karan and Arjun. Karan is 20 years old while Arjun is 30 years old and let's take the EXPERIENCE that they HAD in the past years CONSTANT. Then we can say that Arjun should be more mature then Karan in the regarding situation BUT in reality we experience different things at different point of time .
Some people will experience the same situation earlier then a lot of other people. Example -
Some people are financially independent at the age of 25 and take responsibility of themselves while others have to take that responsibility at a rather younger age due to some situations.
As we can see that everyone gets different experience at a different point of time in life , therefore getting experience differs from person to person.
Lastly A person can get an experience in a specific situation in ONE DAY that some other people won't have during their life time ...
