Thanks for watching Tired Pleb. It's limestone dust, or sometimes referred to as limestone fines. It packs like concrete when mixed with water and tamped...especially with a motorized plate compactor. I considered renting one, but didn't feel that this project was big enough, so just tamped it by hand. Most tool rental places and some big box home improvement stores have these on hand. I hope that this helps.
