However, in order to do this they have to kill them first as they are able to simply shed any individual worms that are infected. Like a arthropod shedding a leg.

in the book "the flood" it talks a lot about the unsc ground force. lots of odst's, at least 200 but i'd have to double check, lots of crewmen at their base, about 45 i think, but i dont remember the exact number. the covenant didnt send in too many of their cruisers due to standing orders from the minor prophet. there was conflict between the prophet and the fleet master in regard to how to handle the discovery of the halo ring, which ended up in the prophet telling the fleet master to relinquish command to him, which ended up being the prophets downfall since he ended up dead and captured shortly before his death lol. There were LOTS of covenant ground forces throughout halo CE and in the book. The majority of flood combat forms were elites due to grunts and jackels being deemed "too small" to host it... or is it the carrier forms were only elites? hm... not sure on that one dont quote me. Anyway, to answer simply without all the useless info, LOTS of covenant and very few humans. The humans didnt venture much outside of their base due to being outnumbered, and thus the flood discovered the floor first, releasing them on the plant, and causing lots of the covenant to be turned into flood before the chief began looking for captain keyes. The books are a great read and are a lot of fun! read them as though you're playing the game or watching a cutscene and it dives deep into the lore
There was apparently approximately 400 odsts and 200 marines that made it off the Autumn and to Alpha base. Most of the bodies from the flood were likely just reanimated corpses, either from lifeboats or prior encounters.
I’m still playing Halo CE bit on legendary and I greatly enjoy when the Flood fights the Covenant, so Satisfying to see how the Covenant Struggles so much fighting them HaHa!

The Covenant fought valiantly...but had eventually fell one by one, Luckily, they sent Spec Ops unit, with wraiths, hunters, some of them fell, but survived, there have also been reports of Grunts running away from the battlefield, finding other camps and leaving the ring to get to nearby ships. It was until then, they had sent Flood Tanks and Juggernauts destroyed the rest of the evacuation group. They fought so others can live. But that wasn’t the end, not yet, All Golden elites came out of nowhere, and eradicated almost every flood there. Especially with the flamethrower units.. but it still wasn’t enough to completely eradicate the infection...
So chiefs probably just watching on the sideline with some popcorn throwing them at his helmet. On another note, I love how creative you are with modding and wondered if you could redesign the elite with the arm shield from the original E3 trailer for Halo? It would be awesome and fit in for a very lore friendly enemy addition.
It remains very clear that there's literally no chance to get away alive facing the Flood. Not even the best armies could handle such chaos and would be overrun by it. That's the best weapon The Flood has, and it works for them. Then they create order from that chaos after the rest of enemies are but just a pile of dead bodies. Smart.
I wish this was co-op, a few Hunters, Wraiths, and Elites with energy swords , in defensive formation, NO not melee, and my old crew and I would've had the landscape filled to the top with Flood mush.
Grunts always go in the front to prevent the Elite AI from charging in and meele the flood which is really ineffective. Put a row of Grunts in the front, followed by Jackals then elites and lastly hunters at the back so they can sit still and fire their cannons. If once the Grunts fall shit may hit the fan but this will cause commander elites to pull their swords once they take enough damage, which should be more effective. Also, keep plasma pistols on the Grunts. The needler is just useless on the flood
