Ornamentation is not the same as improvisation. Ornamentation may be done extemporaneously but it is still embellishing something that was already there. Improvisers create something out of their imagination.

I used to ornament the 1st mvt of Op. 5, No. 1 but these days I'm finding I love the less-is-more approach with that mvt.

By defining these terms, we create an ornament in the musical lexicon.
If improvising is creating from the imagination wouldn’t the imagination play a role when embellishing as well?
