This was skipped in the anime but may be said later on, bassically they dont devolve because Mujika has this special blood that makes her not need to eat human meat to maintain her humanoid form and if a demon were to drink a cup of her blood that demon would no longer need to eat humans to maintain their form.
Thing about the demon blood was that it was a closely guarded secret of the elites of demon society because the farm system basically allowed them to have full control over the demon populace

Its pretty contradictory that the Heathens are relatively pacifist in nature when it comes to eating humans, considering theyre the most human resembling of their race, a race that takes on characteristics of their food. I imagine Heathens were at some point Wild Maneaters that managed to eat solely humans, and decided to jump on a high moral compass, feigning innocence and purity, and showing complete disregard for their past murders.
I was a bit annoyed that this wasn't acknowledged in the show. It could have been such an interesting area of conflict between the kids and the heathens

Or they’d develop a pack mentality with the carnivorous inclinations of dogs, dogs at their core are descendants of wild wolves, there’s a chance that if enough were eaten enough of the ancestral memories would be eaten they’d essentially become wolves but more dangerous.
