Whether or not it will work depends on what work means.
If the US has conceded the global EV market to China and is just bent on preventing Chinese EV into the US, then US-Mexican relations will decide whether it works.
Conceding the global EV market to China means also conceding a large fraction of US soft power to China. The consequence will be that China's leading role in the Global South will be further strengthened. China will be viewed as an environmental pioneer, climate change mollifier. The US will be viewed as irresponsible to climate change, a laggard.

100% tariff will work but china should put 100% tariff on usa cars like GM and Tesla, that way their people go buy chinese car even more. I heard this guy said there are 30 million cars sold in china every year, and china only sells 11 millions cars world wide a year... .that 20 million foreign cars sold in china should be chinese cars being so sold so much... and if europe does the same to china with tariffs put the same tariffs in china on eu cars... very easy...
p.s. 30 million a year is if all those cars were 20 thousand, well 600 billion dollars of annual sold cars in china... usa and europe would lose lots of money... but most cars are more than 20 thousad dollars so that 600 billion might top 1+ trillion dollar being spent by chinese on car every year... p.s if chinese are buying 20 million cars from foreign car makers then china is losing 600+ billion dollars a year... woow thats a lot...

The only way out for the US is to stop spending $900 Billion per year on military expenditures, Divert US resources away from the weapon industries. March a regiment of US troops who leave all their weapons in front of the breach thru Israeli barriers. In one stroke restore US’s reputation and morale and bring an apocalyptic Middle East war in the making. Make railroads and highways into Central and South America. Build economic zones all the way to the tip of South America. Make restitution to US capitalist exploitation and colonialism and re-build the US meanwhile. Open the borders and stop all tariffs. Break up the elitist educational monopoly of Harvard and other so-called ‘Ivy’-like schools. Increase public spending by 100 - 1000 % starting with the most under-funded secondary school districts and floundering private physical schools(not mail-order or internet-based schools). Loop off all families’ wealth above $20 Million including their real estate and trading positions. THIS IS WHAT IT HAS COME DOWN TO, IN ORDER TO SAVE THE US. One last sentence, start making friends, real friends dear US.

Who are we protecting?? Stellantis Corp? There are no "American" automakers. They are global corporations owned by investors around the world. Yes, there are factories in the US. The competitive ones will survive. The others will close. I work in tech - nobody is EVER protecting us from smart tech workers from Asia, Europe or South America.

Could I ask a consumer be the judge of whether I buy Chinese or not?! Don't be ridiculous. You're insulting the consumer. Furthermore there is this geopolitical conundrum but essentially the buck stops with the consumer. Don't assume that product can be simply forced upon the public and unlike when Japan became a car manufacturing behemoth their cars were radically different and it was fresh and exciting. All cars today are characterless and derivatives of one another. The flood of Ev cars has killed the motor industry. They're purely administrative and fundamentally unexciting. The passion and surprise are all but gone.

The tariffs wouldn’t work cause the Chinese will setup shop in other countries and still sell the EVs cheap to North America under a different name. Do they really care about the environment is the question?

We can't build cheaper cars unless we drop US laborers' wages by about 50-75% to match Chinese labor. Their factory workers get paid $10k per year, and their engineers get $20-30k per year. Meanwhile the average factory worker in the US makes $30-60k and engineers compared with engineers can earn anywhere between $80-150k.
