Crown Jewels belong to the crown (people, State) they are not individual properties of the king or the Queen , hence they can’t be owned or removed from the country . That is proper royal protocol.
Both diamonds (Daria-I Noor and Noor Al Ain) were cut from one large pink diamond probably weighed over 250 carat , which was once placed in the centre of the Mughal emperor throne in India. It was brought to Iran by Nadir shah after invading India.
