I'm from Bretagne / Britanny as well. Here, it's not a 'galette' as you imagine it, like a 'crêpe' but more what it's usually called in France : the biscuit / cookie from Britanny, a 'Palet Breton'
Palet Breton doesn't have icing normally. It also looks like a Matcha remix of a "Gateau Nantais". Because of the icing on top. So this guy is just stating that Nantes is part of Britanny. Unexpected support, but very cool !
