Bay is a brilliant director when it comes to ads and commercials. He's actually a recipient of the DGA award for ads directing. Sadly, that kinecting style of his isn't really too good for the movies, especially when there's a horrible script at the first place.

He later went through what he called "Transformers School" and fell in love with the Transformers. He has a hat with the Autobot symbol on it that he wears to this day and although not directing anymore he is still producing!
Since when did you need money to write and establish good characters and create development?! I enjoy this movie, actually, but Bay is so wrong on that level.
Of course you need money to hire writers! Writers who handle the character development and story. The characters had plenty of development in the first film and in this film too! It may not be the character development you wished for but regardless it is character development.

Transformers: Dark of the Moon was the biggest and best action movie ever made, in action content it beats even infinity war.
