Mexico society is more complex than a yes or no, there´s are extreme poverty even or near wealthy areas, is not focalised, but yea Iztapalapa has a more higer rate in that topic but also you can find very rich people in Iztapalapa...
What Central Park of New York has is that it has a strategic delimitation, Chapultepec Park is more natural and that is why its delimitation is not very well defined.

With the recent extension, it is actually almost three times the size of Central Park.
Chapultepec bosque .. its actually 3 times bigger than central park due to extention just finished !!
