Let's say your hip is 40" and you add 2" of ease. 40÷16=2.5" 42÷16=2.625" Depending on the fit you want or fabric, you won't able to feel 0.125" difference at the crotch.
Hi, when you draw the crotch depth, you don’t have to add ease to the hip circumference. However, even if you add ease first and divide by 8 also works because culotte is basically very loose fit. Hope it helps.
Hi Jin, I wonder what happens with culotte that you want to make long, like palazzo pants. What happens with the crease line when drafting a very large (flared) hem, does the rule of having it passing at the center of the hem and knee width still apply? That will put a lot of fabric in the inseam. Is this the way is it suppose to be or different rules apply for the crease line in those kind of pants? Thank you for always your very interesting video!

The back crotch should be longer than then the front so that you can have the pant inseam in the middle of your thigh.

Does hip÷8 ±1 work for all sizes?
These are technically pants but make from skirt and the rise will be very loose. Yes, for all sizes. You can make bigger.
