How tight should the spindles be?

I couldn't see the sidewall in the video to know for sure but you should be able to fit a 20" tire on the Precedent with this 4" lift without a problem. If the wheels are 10" on this cart, the tire would more than likely be a TIR-287. The TIR-287 measures 20x10-10.
Make sure your wheels have at least a 1" offset too (i.e. ET -1).
