Liangpi is usually made with gluten free wheat flour. You wash wheat flour dough with water. You get two products, a ball of gluten for vegetarian substitute of meat. The water will contain gluten free wheat flour. Allow the flour to settle, pour off the excess water and you have a ready made batter that is steamed to make Liangpi.
There are several types of Liangpi. Your description we called 面皮, markweins tried first one is rice noodle, which made from rice, we call 米皮 which is more popular in Xi’an

I know why Chinese use the plastic bag over the dish. But it's unsafe, especially with hot food. They should stop doing it. Doesn't take that much time and effort to wash a few plates.
