Rated can you do a tutorial on how to create the shutter speed effect/blur in Photoshop? I don't know if I'm explaining it correctly, but it's a cool effect when focusing on a subject, and the background has a nice blur that I couldn't not find how to replicate anywhere. Thanks for the awesome content.

a good way of doing it is duping your main layer or apply image, then you want to give it a blue effect to the desired feel, layermaks it then just paint in black where u want your focal point with a soft brush. if this makes no sense im sure i can take time to find a tut later on
