It is my understanding that the Department of Animal Services has declared the dog not a dangerous animal. This means that under Los Angeles Municipal Code 10.37.170 (c): " No dog may be declared potentially dangerous or vicious if the injury was sustained by an animal that, at the time of the injury, initiated an attack against the dog". The dog being declared not dangerous means that no humans were attacked by the dog, and since none of us know the details of the incident, one can only assume that the other dog involved initiated the attack in some way.

The dog got into a scuffle with.....two other dogs? The way the city is carrying on, you'd think the dog ate a child! Hundreds of criminals go free every week to prey on more victims in L.A., and the City is coming down hard on a dog that had a disagreement with two dogs!

I have been this family’s neighbor (a few doors down) for the past 15 years.
    The facts are:
    1. Animal Services have determined that the dog is NOT DANGEROUS to begin with.
    2. This dog is an ESA Animal and the family has all the necessary documentation to back this up.
    3. Since the family was NOT served properly and was on vacation, they were not aware that a Hearing was taking place. This family has all the documents to prove that Animal Services did NOT provide them with proper service of a Hearing Notice.
    4. All this family has been requesting is a Re-Hearing.
    5. Even before Animal Services came to investigate the incident they have already placed a muzzle on their dog.
    6. This dog has never attacked a human.
There is a dog who is running unleashed, barking, jumping and trampling little kids in our neighborhood. Animal Services have been called numerous times but have not showed up.
There is a Pit Bull in our neighborhood who has bitten a little girl’s hand, puncturing the skin and causing an infection. Animal services has been notified numerous times but failed to show up.
These are the incidents of dogs attacking kids that Animal Services needs to investigate.

      You're lying.
There are no documents to prove this dog is an ESA because no such documents exist. Emotional support animals are not trained in tasks for disabled people because they are simply there to provide emotional support. The dog is not well trained CLEARLY so I doubt it has documents to prove anything other than it's up to date on vaccines.
Now while the ADA does not require a service DOG (a DOG that tasks in order to assist in the daily life of it's diasabled owner) to be registered or "prove" that it's trained, it would be AMAZING if the ADA did require such things! It would prevent crappy people from taling their untrained animals into places they don't belong.

Los Angeles Animal services is not the best. There's a terrible overcrowding problem due to an abundance of people living in Los Angeles; many of them illegal, bringing their third world troubles there. Including overcrowding in their own homes, and not spaying and neutering. This is the statistical fact, nothing to do with race. Los Angeles Animal service workers are not paid enough, they're overworked, and it's a strained system. I'm not surprised by your comment. A question of the parenting of a child to have their hand bitten who got an infection? Is completely avoidable by washing the wound and getting medical attention.

Let me tell you about Animal Services... they don’t care about the welfare of animals. My mom's dog got into a scuffle with another dog. My mom was walking her dog on leash and this guy was walking his dog without a leash. This guy's dog came running towards my mom and her dog and the two dogs got into a scuffle. My mom managed to separate the two dogs, all awhile the other guy was standing and doing nothing. Animal services came to investigate and took my mom's dog. A dog that was 10 years old and has been with my mom for 9 years. The following day my mom went over to the shelter and was told that her dog died during the night. This was a healthy dog. No one explained to my mom what happened, they just told her the dog died and this was it. By the way, nothing happened to the other dog. Animal services did nothing to the other dog. After reading all the comments, I get the sense that the issue here is that Animal services messed up by not legally serving this family and now they are harassing them to cover for their mistakes. This is what Animal Services usually do.

This dog was declared NOT dangerous by animal services!!! From first hand experience with this dog, he is NOT dangerous!!! There are people here who decided that by watching a 3 minute video clip they are now "experts" on animal behavior. My kids, myself and my dog have spent many of times with this family and their dog. This dog is very gentle with my kids, and very gentle around my Dachshund. And yes, this dog is an ESA dog with a certified letter to prove it. I love how people who don’t know the backstory are commenting.

This is completely ridiculous. I lived in Los Angeles over 20 years, I know L.A. Animal Services, as I did rescue during that entire time, and flew up to Sacramento to take my boards as a veterinary nurse, also known as a vet tech. This is crazy, two minor bites over the course of several years, and they're willing to wear a muzzle and they're trying to take the dog? Insult to injury, it's an emotional support dog for an autistic child? Why would animal services want a lawsuit like this, the lawsuit is only going to destroy other innocent animals lives. They are already overworked, underpaid, and take a look at the East Valley shelter in North Hollywood, or any of the other shelters, they are filled with animals that get euthanized. I got my dog there 14 years ago, he's at least 15, best thing that ever happened to me. Use this opportunity to go adopt from one of these overcrowded shelters. They have many small dogs as well.

Yeah I don't want them to take the dog away but I understand they're trying to protect someone else's pet.
Well let's pray that they understand this and try a different way to solve this. I don't think a muzzle. It doesn't seem right. Just keep him in your care. People who have been attacked by animals want to lose and they find the owner they haven't been treating them this aggressive.
We have seen some horrific things that has happened with animals and this is not as bad and they're treating them with severe punishment. Prayers for your Son and his dog. And I know your family is going through a lot too

I feel for this family. What I didn't hear was, after the first incident, did they take their dog for obedience training. (this would have prevented future problems). However the laws around having a ESA (emotional support animals) are very lacks. An ESA is nothing more than a gloried pet. Meaning ADA guideline states that any animal can be an ESA regardless of species. Snakes, cats, frogs, turtles, hamsters are just a few of the things that can be considered ESA and doesn't require any type of training. My personal feeling is the parents didn't take the time to fix a problem that is easy to resolve.

Nowadays, anybody can call a random pet an “Emotional Support” animal, which is the real problem here. Even registered and trained service dogs are still bound by the law. If a service animal is deemed to be a nuisance, its status does NOT change its fate. This usually isn’t an issue, as real service animals are well trained. Allowing people to cry “emotional support” in order to take their pets to restricted places and to have them in homes where they normally aren’t allowed, is abusing the system and ruining it for everyone else. I do have sympathy for those seek comfort in a pet, but make sure it’s the right one.

I get its an emotional support dog but it doesn't mean the dog can just go around and bite other dogs. It also doesn't seem to like the muzzle...the poor baby is shaking! Solution is simple...train your dog, stay with it when outside and keep away from everyone other than family.

Emotional support animals are for people with emotional disturbances (PTSD, trauma, and the like) this young man doesn’t need an emotional support animal. Maybe he needs a service animal. Two totally different things. He’s got to get training. Any dogs that lunge and bite is not acceptable.

    • @ask9166

Your comment is simply false. PTSD also warrants a service dog. Emotional support may very well be all this young man needs.

Unfortunately the family is at fault. The parents should have gotten dog training after the first time it happened. If you go on vacation you have someone check your mail for you or you forward your mail.
The dog is most likely not a threat to people. However, he did have a fight with another dog in a human populated area. When that happens, you have to take responsibility for your furry companion. To not do anything other than get a muzzle, is not enough.

LADAS, by City Ordinance 53.18.5 (c) and (g) was permitted to serve notice of hearing by first class mail or by posting at the residence. At least 10 days notice was required. The hearing notice was dated November 29, 2021, however the envelope for that notice was actually postmarked December 24, 2021. Under reasonable assumption that the mail was delivered no sooner than two days after the postmark, the actual notice was less than 10 days. The Attorney is the video explained it.

What a beautiful dog, I love GSD. There awesome! I've grew up, trained, breed, rescued a lot of GSD and they just like I'm sure with any other canine needs proper training and play time to let loose all that energy they have in them. They are very smart, tactical, understand, loving dogs. I've had numerous GSD around my small nieces and nephews and never once had an issue with them and my nieces and nephews play rough and pull ears and tails.(Little kids)😅 And my dogs just get up and move to another spot of the house or yard. If these people live in an apartment and don't take him out multiple times daily to literally burn off that built energy it doesn't magically go away, there gonna let loose at some point.
