We just had two spectic tanks put in, this was done in May 31. We were told we have a 3500 gal holding tanks. Within the last coulpe of days we have seepage in the far tank from our house. I never seen them (the plumminy contactor put in a drain field or outlet.

I found a public record of the septic system being decommissioned in 2007 at the house im renting, and sewer connected. But, the riser is right there in the yard, and less than 10' away is a grinder with a grooved grey lid, and there is an alarm system on the wall that is still powered. Is this normal? Is it possible that the septic was not decommissioned fully? The record ended at the final inspection being scheduled but shows it's still just scheduled, from 2007... Should I open the riser and see if there is still an unfilled "tank"? So far I have only stuck my borescope into the hole in the grinder lid and can see super rusty cable and can also hear water flowing. There is a pond on the other side of the house with an open-top drain canal that goes into the ground underneath the house and is most likely what I can hear inside the grinder too.. The water flowing from the pond down the drain smells like sewage.
I have never rented a house before, let alone a rental with signs of a septic system, so I don't really know what to make of all that. All I do know is that this house was built in the 60s and there was a permit for changing the roof in the 00s but the pictures of the house back then reveal that there were a lot of changes and additions without any permits
